The results of interviews with former staff of the documentation department of defense of the Soviet Union, Nicholas Thompson, who is also a senior editor of Wired magazine and author of the book "History of the Cold War" says that the system was built 25 years ago to ensure that retaliation if Russia's nuclear attack by the U.S..
